LCPhas raised the awareness of safety in cargo discharging. To ensure safe operations, LCP has followed the Labour Protection Law. In addition, LCP has implemented a safety plan for cargo discharging, and has determined penalties for staff who do not conform to the safety laws and regulations. An assessment of safety operations has been conducted annually. The details are as follows:

  • A standard safety management system is used in order to provide safety in operation to the staff.
  • The Thai Industrial Standard 18001 for occupational health and safety management (TIS 18001) has been applied to the Marine Service Division, Bangkok Port. TIS 18001 is a management system for international vessels concerning entry and exit services, and is approved by the Thai Industrial Standards Institute, Ministry of Industry.
  • The Port Safety Health and Environment Management System (PSHE-MS) has been implemented to the safety operation to ensure safety for life, property and the environment, in conformity with the international port standard as follows:-
    • The Quality Management System Standard (ISO 9002), the Environmental Management System Standard (ISO 14001), the Occupational Health and Safety Assessment Series (OHSAS 18001) as well as Port Safety Health and Environmental Management Code (PSHEM Code) have been applied to the entire operations of Bangkok Port and are expected to be fully implemented in 2010.
    • Laem Chabang Port, together with Iloilo, in the Philippines, has been selected by ASEAN/APA/GTZ as a pilot port for the implementation of PSHE-MS. At present, this is in process.
  • A committee on the Port Safety Health and Environment Management System has been set up at Bangkok Port, Laem Chabang Port and Marine Service Division, Samut Prakan Province.
  • Security
  • A port facility plan under the provision of the International Ship and Port Facility Security Code: ISPS was conducted in conformity with the provisions of the International Maritime Organization (IMO). The plan has been exercised continuously at Bangkok Port, Laem Chabang Port and Ranong Port, in order to prevent terrorism.
  • A Transportation Safety Center was established to provide emergency assistance by co-operating with internal and external agencies.
  • A CCTV system was installed for control and inspection at Bangkok Port.
  • A CCTV system was installed for control and inspection at Laem Chabang Port.
  • A container security initiative was initiated by U.S. Customs. The top 20 ports shipping containers to the U.S.A were requested to install a mobile x-ray system for the inspection of export containers and transhipment containers prior to their loading onto vessels and direct transportation to the U.S.A.
  • Under the Washington State Partnership Program (WASH.PP.), the Washington State National Guard, U.S.A. has arranged a co-operation program with Laem Chabang Port and local agencies in Chonburi Province to strengthen their security systems.
  • The Seagull Co-operation Center: SCC was established for exchange of information about threats and/or abnormal situations that may affect port security.
