On the August 21 - 22, 2004, the Minister of Finance (Mr. Somkit Jatusripitak) and the Minister of Transport (Mr. Suriya Joungrungruengkit) chaired a workshop "Upgrading logistics to increase Thai capability in the World Forum" at Hilton Hotel, Huahin, Prajuabkireekun.
The workshop discussed about surface logistics and air logistics strategies. They concluded that the surface logistics strategy should focus on the cooperation of 4 State Enterprises, which are The State Railway of Thailand, The Express Transportation Organization of Thailand (ETO), The Port Authority of Thailand, and The Thai Maritime Navigation Company Limited. The strategy composes of four concepts as follows:
Develop Thai Ports to be the gateway of the region.
Develop commodity hub and spokes.
Modal shift to railway, waterway and pipe.
Develop the surface logistics management system.
The third strategy of shifting the transport mode from road to railway will support the incretion of containers passing in and out of the port, reduce the congestion of the traffic as well as the road accidents and the loses of the whole economic system. This requires extra train engines and wheeled bases to support the incretion of the railed-container capabilities to the eastern part. The PAT has to collaborate with the State Railway of Thailand to provide train engines and railed containers, ensuring the freight incretion between ICD Ladkrabang and LCP.
