Project name: Hiring consultant for study and design constructing Leam Chabang grade 3 project
Purpose and concept:
The Cabinet meeting on September 28, 2004 has agreed the resolution of selecting individuals to co-invest in the construction, manage and operate the ports as follows: A3, C1, C2, D1, and D3.
The PAT as in the name of the Ministry of Transport admits the Cabinet's resolution and prepares and plans for the expansion of the port in order to support the future economic expansion. The PAT has to consider promoting the waterway which connects the eastern sea ports to the low - centre region ports and southern ports. And the PAT, also, has to push the multi transport project to achieve its target as soon as possible.
From the LCP development plan, LCP will open the residuals port to service from 2005 until complete every port and to the full extent of their capacity in the year 2009. Therefore, they have to plan operating the port phase 3 in 2011 or at least no later than 2014. The LCP administration sub-committee in the 3/2004 meeting on March 19, 2004, agreed on the importance of executing the LCP development plan for the Phase 3 project, increasing the capacity to handle amount of containers and support the market growth that tend to increase in the future.
The Phase 3 construction plan including from the start; the study and design, until finishing the construction and able to operate the first berth, will take approximately 8 years. Therefore, in order to be able to operate the LCP phase 3 before 2024, the study and designing stage should finish within 2006.
Target : To hire consultants and architectures for LCP phase 3 project.
Execution concept and sequence:
Working group draft conditions and basic competencies for selecting the engineering consultant to study the harmony of the economy, the engineering, and the environment aspects as well as to draft engineering details of the LCP phase 3 (PQ).
Working group draft Terms of Reference (TOR) for hiring consultants
The Parcel Post Procurement Administration Council of the LCP gives the consideration to the PQ and TOR document details
Ask for the procurement approval (by selecting candidates)
PAT approve the procurement committee
Announce the procurement, basic competencies selection contest to the public (PQ)
Select candidates and announce the result of the procurement
Winners who passed the PQ submit their technical specifications
Consider the technical specifications and list down the qualifiers respectively
Call the first qualifier on the list to talk concerning finance
Announce the result of the procurement selection contest who approved to be the consultant
PAT approves the result
Endorse on the contract
Consultant begin to study and design the LCP phase 3 project
