The Development of the toll fee payment system at the LCP Inspection Station with the E-Gate Control System Project.
Project name : Development of payment for pass fee system at pre - delivery inspector of Leam Chabang port with E-gate control project.
Purpose and concept:
Initially, LCP has hired the United Communication Industry Co. Ltd. to design and set up a computer system that automatically controls the LCP Inspection Gate since September 17, 1999 and assigned to be completed by May 14, 2000. However, the company was not able to accomplish the work as contracted. The company's system installation still has to use human to interact at the toll fee gate, denying the reduction of human force and bearing unworthy investment for the PAT. As a result, a dispute between PAT and the company erupted. Finally, at the present, the dispute has settled down by the judgment of arbitrators announced by the Office of Civil Litigation, Office of Attorney-General, as stated in the Compromising Agreement on December 23, 2004.
However, the human operating system installed by the company is still in use, contrasting with the concept of LCP. Ideally, human operators should be reduced to the minimum, preventing mistakes and loses as well as acquiring better securities while storing and transferring the fees during night time.
Therefore, LCP has to pursue on the concept of automated toll fee payment system, modernizing and complying with the perfection of the LCP's "e-port" concept.
In addition, PAT agreed on the cooperation with the Customs Department and the National Science and Technology Development Office to increase the nation's competitiveness in a pilot project: "Upgrading LCP to be an electronic serviced port" or "e-port".
Target : Cooperate with the National Electronic, Computer and Technology Centre (NECTEC) to study and design the automated toll fee gate pass for the LCP Inspector Station or the "e-Gate Control" electronic system within the fiscal year 2005.
Execution concept : Make a cooperation agreement with NECTEC to let it study and design the LCP toll fee gate pass system, adopting the e-Gate Control concept in the accordance with the "Upgrading LCP to be an e-port: A pilot project" in the framework of the National Competitive Increment Strategy Cooperation Agreement signed on December 28, 2004. The result of the study and design will start the process of preparation and system installation.
Project duration : March 2004 - September 2006 (Continuing project 2004 - 2006)
