     After acquiring an area of 6,340 Rai by exercising the right of eminent domain, PAT has outlined a development plan in accordance to the existing economic and financial situations together with the need to have a fully-functioning port. The development plan has 3 phases namely:

Phase 1 The construction of a port with additional facilities such as.

 dredging and reclaiming land into a U shape area in order to have a basin 1 that 14 meters deep at Mean Sea Level (MSL)

 Constructing a docking area made of concrete caisson in the region south of the U terminal that is 1,600 meters long. It is be divided into 5 terminals for container-related activities while the region to the north will be turned into 4 general cargo terminals and a coastal terminal.
  Dredging a channel or fairway by dredging 16 meters MSL and the installation of necessary navigation aids.
  Construction of a vessel traffic control building. Later on. H.M. The King bestowed the name "Samutr Khet Control Center"
  Construction of public utilities and the provision of basic infrastructure such as roads. Railways. Buildings for port administration and customs works. Storages. Warehouses. Open spaces for placements of cargo. Water supply. Electricity. Telephone and the waste-water treatment system. For example.
 Aside from the expenses for construction, PAT has also procured the important equipments such as:
- 6 container shor side gantry creanes
- 6 rubber type gantry cranes
- 5 towing boats and other types of service boats
