Information and progression of security at Leam Chabang Port
A. Advanced container information sending (Advanced 24 hours Rule)
The USA regulates that agents who send containers must send their container information to the US Customs in advance 24 hours before loading the ship at LCP. It begun since December 12, 2002 and shipping ports were forced to follow this regulation on February 2, 2003.

The US asks for cooperation to the Mega Ports worldwide who sends cargoes to the US for the most 20 ports should check containers before loading to the ship for exporting to the US. The US recommends using x-ray through container at the port of origin and at the transfer point. LCP ranks on the 20th, therefore, LCP is now using 2 mobile x-ray machines to check containers at the bonded warehouse temporarily since April 30, 2004.

C. Bio-terrorism Act.
LCP and all the port operators have registered with the Food and Drug Administration (USFDA) since December 12, 2003.
D. Bangkok/ Laem Chabang Efficient Security and Trade: BEST
On October 2003, Laem chabang Port, Laem Chabang Port Customs Bureau, Laem Chabang container terminal operators, I.C.D. operators at Lad Krabang, Tiffa EDI Co Ltd and the US logistics representatives held a trial tracking demonstration. They transported 30 containers which exported from I.C.D. Lad Krabang pass through Laem Chabang Port to the Port of Seattle, U.S.A.; using electronic seal tracking to track down the containers throughout all their transport routes, and in real time, presented to the APEC Conference delegations. Currently, the process is still looking forward to the U.S.A. to evaluate and analyze the expenses and advantages that Thailand would receive from this project.
E.Counter-terrorist action plan for Chonburi Province
On 18 - 19 August 2003, the Chonburi Province government authorities, state enterprises and related agencies rehearsed the Chonburi Province Counter-Terrorist Operation Plan at C0 Terminal, Laem Chabang Port. The rehearsal was accomplished smoothly.

F. International Ship and Port Facility Security Code: ISPS Code
1. On 27 August 2004, LCP received a letter of approval of a port facility, but it expired on 26 February 2005. Currently, it is now under the security inspection from the Marine Department. 2. LCP, Port Operators and the Unithai Shipyard Operator launched strict security measures for individuals and vehicles passing through their gates which may cause service inconvenience.
3. On 24 May 2005, LCP invited the transport operators (vehicles) and port operators to attend a lecture on:
- Overall picture and pass activities of the security matters of LCP.
- Announce regulations forbid passengers coming with trucks and trailers to enter LCP to control the entrance of unknown persons.

LCP will announce to forbid passengers coming with trucks and trailers enter LCP, will be a 2 months trial, starting on 1 June 2005.
The Transport Operators are glad to cooperate.
The new workforces and substitutes have to obtain their identification card.

G. Other security measures
- On 16 - 20 May 2005, representatives from the LCP, LCP Customs Bureau, and Port Operators, delegations from the US Embassy, and the US Department of Energy / National Nuclear Security Administration had come for a conference and physical research on conceptual design and installation of the Nuclear Detector at LCP. |
